Since the other two are both unteachable the primary object of Wisdom’s address is the simple ones but lumping them with scoffers and fools acts is a warning to them of the direction in which they are heading if they ignore Wisdom’s call. The start of v. 23 is difficult to construe. It can be taken as a conditional phrase without a particle24 (‘If you turn at/respond to my reproof’, as in most EVV).
